Privacy and Personal Data Processing

Effective date and last updated: November 6, 2026.

Data controller and contact channel

The data controller is Arturo Cabarcas, owner of Diario de Turbaco, domiciled in Turbaco, Bolívar, Colombia. Inquiries, complaints, and requests concerning personal data may be sent to [email protected] with the subject line Data Protection.

This policy covers data processed when you visit https://diariodeturbaco.com, comment on a post, or contact the news outlet. It draws on Law 1581 of 2012 and the Colombian laws and regulations applicable to data protection.

What information is processed and why

  • Email and communications: your name, email address, and any content and files you choose to send. These are used to respond to your inquiry, verify information, manage a collaboration, or process a request. This website has no contact form, and emailing us does not add you to an advertising mailing list.
  • Comments: when comments are enabled on a news story, WordPress collects the text and data entered in the form, as well as the IP address and browser information, to publish or moderate the comment, prevent abuse, and protect the site. Your chosen name and comment may be public; your email address and IP address are not displayed as part of the public comment.
  • Browsing and security: the server receives technical request data, such as the IP address, date, URL, and browser information. These data allow us to deliver the page, maintain the service, and investigate errors or abusive access.
  • Usage statistics: we use Independent Analytics, installed on the site itself. It provides information about pages visited, the general origin of visits, devices, and approximate locations. It does not use cookies to measure visits. According to the provider’s documentation, it processes the IP address for geolocation and generates an identifier by applying a hash function to technical data; it does not store the original IP address in the statistics database. That identifier may allow repeat visits to be recognized and should not be confused with a guarantee of absolute anonymity.

Authorization and limits

When processing requires authorization, that authorization must be obtained in advance and on an informed basis, with the purpose specified. Merely visiting this page does not authorize advertising messages, the sale of data, or new, incompatible purposes. Processing that is exempt from authorization under the law must still comply with the applicable principles and limits.

We do not request sensitive data to contact the news outlet. Avoid sending identity documents, health information, or minors’ private data unless necessary. Processing such data requires specific safeguards; sending a file does not, by itself, authorize its publication.

Journalistic information and source protection

Databases and files containing journalistic information are subject to a specific framework under Article 2 of Law 1581 of 2012. That exception does not automatically extend to all of the site’s activities or eliminate data protection principles, the right to privacy, the right to a good name, or the heightened protection afforded to minors. A communication with a source will not be published in full merely because it was sent to the news outlet.

Technology services and recipients

The site requires web hosting and WordPress maintenance to operate. Independent Analytics statistics are generated and stored on the site’s server, not in a Google Analytics account. The contact mailbox uses Gmail, provided by Google; messages sent to that address are processed through that service, which may operate infrastructure outside Colombia. Such processing must comply with the safeguards required for technology services and international data flows.

We do not sell contact data. Access to information must be limited to the people and providers who need to be involved in handling the request, security, or service maintenance, and to disclosures required by law. Social media links lead to platforms with their own policies. Clicking one of those links is different from browsing within this website.

Retention and security

Data must be retained only for as long as necessary for the purpose for which they were collected and, where applicable, for the periods required to fulfill legal obligations, handle claims, or defend rights. Published comments may remain with the news story unless they are removed or deletion is appropriate. Backups may temporarily retain earlier versions until they are replaced as part of service maintenance.

The site uses HTTPS and access controls for its administration. No system can guarantee absolute security. Avoid sending passwords, banking details, or sensitive information that is not needed to handle your communication.

Your rights

  • To know about, consult, update, and correct data concerning you and to access them free of charge under the terms of the law.
  • To request information about the use of your data and proof of authorization when required.
  • To request the deletion of data or the withdrawal of authorization where applicable, subject to limits arising from legal or contractual obligations and applicable rights.
  • To file complaints with the Superintendencia de Industria y Comercio after completing the inquiry or complaint procedure with the data controller when required by law.

How to submit a request

Email [email protected] and include your name, what you are requesting, the related information or publication, and an address where we can respond. Attach only the necessary documents. If you are acting on someone else’s behalf, explain your authority to do so. We may ask for the information essential to verify your identity, without routinely requiring a complete copy of your identity document.

Personal data inquiries are handled within a maximum of 10 business days. If a response cannot be provided within that period, you will be informed of the reason and the new response date, with a maximum extension of 5 business days. Complete complaints are resolved within a maximum of 15 business days; any extension must be justified and may not exceed an additional 8 business days. If information is missing from a complaint, you will be asked to provide it in accordance with Article 15 of Law 1581. These time limits apply to the data protection procedure and do not replace other legal procedures.

For errors or harm caused by a news story, you may also request a correction or rectification through Contact. If a disagreement over data processing persists, you may consult the channels provided by the Superintendencia de Industria y Comercio.

Cookies, effective date, and changes

The cookie policy explains WordPress functions and browser options. This policy takes effect on the date shown at the beginning. Changes will be published here; when a change involves a new purpose requiring authorization, updating the text will not replace that authorization.
