Public schools in Turbaco and its rural districts will suspend classes on November 11, 12 and 13, 2026. The measure is set out in Decree 163, which also declares civic days for the municipal administration and establishes restrictions for the Independence season.

Mayor Claudia Espinosa Puello issued the decree on October 29. It remains in force until November 17 and includes measures on public office hours, administrative proceedings, use of public spaces and travel.

Municipal offices will stop serving the public at noon on November 11

On Wednesday, November 11, the civic day will begin at noon. It will cover the full day on Thursday, November 12, and Friday, November 13, in the Mayor’s Office departments and its decentralized, attached and affiliated entities.

Essential services will continue according to their shifts. Exceptions include police, healthcare, the Local Hospital, emergencies, risk management and traffic services. Family protection measures and necessary police proceedings will also continue.

Private companies and private schools may join the civic days if they choose. The declaration does not make those dates mandatory paid days off for private-sector workers.

Public school classes will stop for all three days

The school suspension covers November 11, 12 and 13 in full, both in the town and its rural districts. The decree orders notification to Bolívar’s Education Department for arrangements concerning replacement classes and the academic calendar.

Administrative deadlines will resume on November 17

Deadlines for the administrative, tax, police and disciplinary proceedings covered by the measure will be suspended from November 11 to 13 and resume on Tuesday, November 17.

Although offices will serve the public on the morning of November 11, that day will not count toward those deadlines. Documents filed then will be treated as received on November 17. Affected municipal tax deadlines move to that date, with applicable discounts preserved.

Exceptions to the suspension include constitutional protection actions, court requirements with strict deadlines, public procurement proceedings and urgent rights-protection measures.

Celebrations may not occupy roads

The decree prohibits festive events and activities on streets, roads, squares, parks, sidewalks and other public spaces. This includes parades, vehicle processions, street parties, picó sound-system events and private celebrations that occupy those places. Pending applications do not amount to permits.

It also restricts stages, tents, temporary sales points and sound equipment in public spaces, as well as road closures or obstructions. The decree preserves the right to peaceful assembly and public protest.

Restrictions will apply to minors and male motorcycle passengers

Minors remain restricted from being in public spaces after 11:00 p.m. without their parents, legal representative or a responsible adult who is not intoxicated.

Motorcycles with a male passenger are restricted within the urban perimeter on Fridays, Saturdays, Sundays and Mondays from 11:00 p.m. to 4:00 a.m. The restriction does not apply to travel on national roads, and the exceptions in Decree 067 of 2024 remain in place.

The decree also prohibits private individuals from using or setting off fireworks in public spaces and maintains the alcohol-sales hours established in Decree 067. It does not establish a general ban on alcohol sales.
