Óscar Andrés Téllez Angulo and Giovanni Flórez Fuentes were placed in pretrial detention after their arrest on the road connecting Cartagena and Turbaco. The Prosecutor’s Office announced the judicial proceedings on November 5.
The court’s decision
The two men were arrested in the act during an operation in which the National Police found a .38-caliber revolver and ammunition. According to authorities, they did not have the documents authorizing them to carry the weapon.
At the hearings, neither accepted the charges brought in connection with the illegal carrying of firearms. The court ordered them held in correctional facilities as a preventive measure, not as a sentence.
How the operation on the road to Turbaco unfolded
The operation that preceded the court’s decision was disclosed on October 29. The Cartagena Metropolitan Police then identified the detainees by the aliases “Téllez” and “el Gordo” and explained how they were intercepted.
The operation began with an alert from the Arroz Barato police service area. The presence of two suspicious motorcycles was reported there, whose occupants might have been connected to thefts committed in groups, a method known as “manada.”
Following that alert, the communications center activated a Plan Candado and coordinated checks on roads entering and leaving Cartagena. On the corridor toward Turbaco, Traffic and Transportation officers carried out a controlled closure of one lane.
At that point, they intercepted a motorcycle carrying two people heading toward the municipality. During the search, they found the revolver in one of the men’s possession; they also seized two cell phones and the vehicle, according to police.
The authorities’ allegations
Authorities identified those arrested as possible participants in group robberies. That police allegation is separate from the case involving the illegal carrying of firearms that led to the pretrial detention order reported in November.
In the report on the operation, police also stated that “Téllez” had 15 entries in the Sistema Penal Oral Acusatorio, mainly for theft and illegally carrying weapons.
